added ability to restrict histogram range in histogram plotting function; this is all wired up to the inspection report (put histogram_range in the config file to use it); changed set_to_value_between_bounds filter to set_to_value_outside_bounds and wrapped old name for compatibility

adding a bunch of changes for the new settings tab, but turning the lon/lat stuff back off for now; tweaked the validator for the numbers in the gui so it will allow None; cleaned up bugs in the 1D figure plotting code; added filters to reverse 2D data horizontally or vertically; more cleanup from moving constant values away to a separate module

fixed which doc strings are shown for the inspectStats command; moved gui constants into a separate file; hooked up more of the settings tab; built case insensitive cache for the attributes and variable names in the io module; fixed the validator in the gui so it will accept None as well as doubles

adding initial draft of code to do turbulence risk and lightning risk plots for overshooting tops; turbulence risk is mostly finished while lightning risk has dummy code where it needs an algorithm to separate the percentages of risk based on brightness temperature; also added date/time information to all ot plots
