Support OMPS for RDR meging

Support RDR merging for RNSCA-RONPS and RNSCA-ROTCS products. Need to do some digging on product details, but I believe these are the OMPS TC/NP Science RDRs.

This will pretty much need the full treatment.

• Full support in the L0 packet hammer
• Support in the jspprdr module
