Add documentation and code to easily generate plots for it

Adds a new flag --plot to sipsanc regrid that plots input and output files for each product that is regridded.

Rewrites the README to be more end-user friendly, separating developer documentation into a CONTRIBUTING file and adding a link to the newly created wiki page that has plots of all the products.
