update to virtualenv
LD_RUN_PATH now defaults to $BASE/lib 
 - this should fix virtualenv on hhg version
 - this is redundant given that bundle builds (cspp) use bin_dist to do a complete scan-and-patch

Getting mk_cspp to build without a network connection and with only glibc-devel and kernel-devel packages available on millicentos5m64.
This requires bringing in packages that were sneaking their way in during builds (hi, matplotlib).
Also changed HDF4 to build dynamic libraries, and netCDF4 to make use of HDF4 (it can now read HDF4 files). Ran make check on netcdf after.
