grb_latency.py instrument expansion
EXIS & SEIS are really a composite of instruments, with their own vendor allocated ground latencies listed in appendix B of PUG V4. This commit changes the dictionary to reflect that.
Example output:
[nickb@grbman monitor]$ /scratch/nickb/cspp-geo-grb-1.0/runtime/ShellB3/bin/python2 grb_latency.py /scratch/nickb/cspp-geo-grb-1.0/output/log/event/grb-events.log
