GOES-18 West SCMI Tile Generation

This merge includes a single update to the grb2scmi.sh script for proper GOES-18 SCMI tile name generation in the "West" position. This change was tested operationally during the GND-009 interleave test on May 11th, 2022.

Closes #7 (closed); Replacement for !18 (closed)
