AHI Latency Script

Adds the ahi_latency.py script, which generates latency stats from the differences between the observation start time, tile creation time, and pqinsert log time in the hcast2scmi.log file. Designed to be used in the Software Verification & Validation plan to "document the software system processing latency of the real-time feed."
