Make grb200.log automatically generate headers when file is new or truncated

Ray Garcia requested to merge feature-auto-header-grb200 into develop

Needs testing, but should remove the need for USR1 signal in logrotate configuration. Should be backward compatible and not break if USR1 is still being sent (will be ignored however).
