Add initial "info" content

As discussed in the meeting here are the changes I made to add Graeme's Info page to this site (https://docs.google.com/document/d/1R8iuRuw6gZ2Ga5Ni0LbJY-Z2oVn0gTOT/edit?usp=sharing&ouid=112097525966805276424&rtpof=true&sd=true).

NOTE: I realized I accidentally added the _build directory previously so I had to delete all those files. The index.rst is the only file you should care about here. Here is what the result looks like on a dark theme:

I could add a separate "What's New" page for the other google doc Graeme made.
