Change fog colormaps

Corey Calvert said the following about the fog probability colormap:
It's very difficult to remove all artifacts when the detection methods differ from day-to-night. However, most of the artifacts you see are actually enhanced by the colorbar used to display the products. We developed a colorbar that we highly recommend for viewing the FLS probabilites that minimizes these kind of artifacts.

I probably have the RGB values of this colorbar laying around somewhere, but it may take some time to find. In any case, it should be simple to re-create one similar to this. It doesn't have to be exact, but something like (0-15% - black, 15-40% - black to white, >40% - yellow to red). A surprising amount of work went into developing this, but after several rounds of feedback from forecasters this was the colorblind-friendly result that minimized artifacts by de-emphasizing lower probabilities and instead highlights higher probabilities where the information is more important.
