Data download for CSV format doesn't download a file

Some browsers (safari) seem to not create a downloadable CSV file when you click Submit on the download page: https://metobs-test.ssec.wisc.edu/data_download/

Fred Best tested this on Safari and noticed the file opens as a plain text document in its own tab. On my machine with chrome this does not happen; I get downloaded file.
