Re-think 'Mature Storm' sat label
I don't like how we use the 'Mature Storm' tag for satellite growth rates. Right now, a radar object has to have had a probability ≥ 80%, and if the satellite growth rate is ≥ 60 min older than the first ≥ 80% time, but not older than the sat_sunset_threshold of 2.5 hours (this is the threshold where we stop using satellite growth rates), then we label it 'Mature Storm'.
This just feels clunky to explain to me. Is there some better/simpler way to do this? Do we need a probability threshold? Do we even need to say 'Mature Storm'? Should we say 'Mature Storm' after 2.5 hours, when we stop using the growth rates?
