The demlw package is meant to be a general-purpose tool for creating a Land/Sea mask using the SDP Toolkit's digital elevation files. The files and more information about them can be found here:
ftp://edhs1.gsfc.nasa.gov/edhs/sdptk/DEMdata/
Currently it is only in use with IFF, via the ifflw entry point.
