JPSS mods
- provides info report but does not fail if an unneeded file format module is not available
- uses FORMAT environment variable to try to load files that cannot have their format determined from suffix
- addition of jpss_adl format handler in glance.io, which needs adl_blob.py from svn/jpss_adl/trunk/contrib/scripts
