Evaluate use of "ldmadmin isrunning" in nc_fits_pqinsert and hcast2scmi scripts

Currently a delay is enforced during GRB startup, in part to avoid the possibility of performing an LDM insert before LDM is fully up (this can result in queue corruption, requiring an LDM queue rebuild and restart).

Adding a sparse wait for ldmadmin isrunning, and if necessary a queue to minimize product loss downstream, should be evaluated for nc_fits_pqinsert and hcast2scmi automation.
