Support full paths for pqinsert to LDM

NWS has some downstream LDM systems that are looking for full paths (instead of just filenames), whether those are real or not, in order to match legacy output.

• Add an option to nc_fits_pqinsert.sh
• Add same option to hcast2scmi.sh
• test GRB by reviewing LDM logs and LDM queue status to make sure full paths (/a/b/c/filename.nc) are included
• test HCAST tile insertion similarly
• ensure the default of just inserting filenames also works for HCAST and GRB (backward compatibility)
