Input parameters resulting in invalid number of tiles should present a more useful error
With very large numbers of tile slices (e.g. -X 1356 -Y 1356 for ABI), the SCMI generator may create over a million output tiles, which can results in name collisions with the T#### naming convention. This, in turn, becomes a filesystem error.
If the requested number of tiles exceeds 9999, the user should be given an input error clarifying that the -X and -Y specify number of tiles in a given direction, not number of pixels.
