LDM send doesn't transfer all ABI L1B data in complete

LDM send on the SDI doesn't transfer ABI L1B data if all the channels aren't present for that scene. Yet these files can be found in complete. For some reason the command to move the incomplete scene to complete succeeds but the command to LDM send the data fails in these cases.
